Due to RBI circular 04/2009  for  15ca form for remittance, many banks insist on 15cb certificate.

15cb certificate nsdl 15ca -For capital gains account scheme
Note that if you had invested in above scheme, to get your money released from the bank, you need to obtain a tax clearance certificate from income tax officer. Any practising CA then would issue 15cb certificate and based on this, bank would release your funds.
15cb  certificate, nsdl 15ca for purchase of goods/services
An undertaking from supplier, from payer and invoice and related purchase papers would prima facie be needed. Besides, ofcourse, amongst many other points, main point would be that whether payee has any PE in India or not. Also, if tax certificate is issued by tax department, one has to, generally, abide by that.
 
15cb certificate , nsdl 15ca  - for funds inherited and wish to take back - This involves deep study of will, inheritance circumstances, affidavits, witnesses, probate if any etc. to ensure money is inherited.
